usaha menangani budaya kerja dalam sesebuah organisasi untuk mewujudkan anggotanya yang berbudaya cemerlang dalam penyampaian perkhidmatan yang harmoni serta memiliki pasukan yang berprestasi tinggi.<\/p>\n\n\n\n<p>Perubahan budaya sering dikaitkan dengan perubahan dalam proses tata sosial dalam masyarakat namun, dalam konteks yang lebih luas ia termasuk perubahan dalam lingkungan, lembaga, perilaku, hubungan sosial serta gagasan untuk sebuah kemajuan sosial dan juga evaluasi sosial dan budaya.<\/p>\n\n\n\n<p>Perubahan budaya boleh berlaku dengan kadar yang sangat cepat ataupun lambat sehingga kadang-kadang masyarakat tidak menyedari perubahan tersebut kerana hanya segelintir saja yang menyedarinya apabila mereka mula bandingkan kehidupan sosial mereka di masa lalu dan masa kini.<\/p>\n\n\n\n<p>Perubahan budaya dalam kehidupan masyarakat biasanya dapat terjadi kerana mayarakat itu sendiri yang menginginkan perubahan.<\/p>\n\n\n\n<p>Berbeza pula dengan budaya kerja kerana ia wujud melalui nilai yang dicetuskan oleh pekerja itu sendiri sehingga menjadi aset penting dalam sesebuah organisasi bahkan dikatakan, kuat atau lemahnya sesebuah organisasi tersebut adalah bergantung kepada budaya yang dimilikinya pekerjanya.<\/p>\n\n\n\n<p>Pada tahun 2001, Unit Sumber Manusia Negeri, Jabatan Ketua Menteri telah mengambil inisiatif awal dalam PANS bagi melaksanakan program-program yang lebih bersifat sokongan pekerja dan kaunseling selaras dengan Pekelilingi Perkhidmatan Bilangan I Tahun 1999.<\/p>\n\n\n\n<p>Pekelilingi tersebut menggariskan Panduan Mewujudkan Perkhidmatan Kaunseling di Agensi Awam manakala Surat Pekeliling Perkhidmatan Bilangan 4 Tahun 1998 menerangkan Garis Panduan Menguruskan Pegawai Berprestasi Rendah dan Pegawai yang bermasalah.<\/p>\n\n\n\n<p>Sebagai kesinambungan dan selaras dengan Pelan Tindakan SCS 10-20, PANS sentiasa memberi perhatian terhadap pembangunan modal insan, kebajikan dan kesejahteraan penjawat awam terutamanya dalam usaha merealisasikan misi kerajaan untuk membudayakan enam (6) nilai bersama.<\/p>\n\n\n\n<p>Enam (6) nilai bersama yang dimaksudkan ialah integriti, baik hati dan prihatin, profesionalisme, sikap kesegeraan dan semangat kepunyaan, semangat berpasukan dan berorientasikan hasil.<\/p>\n\n\n\n<p>Hal ini kerana, faktor pembangunan modal insan, kebajikan dan kesejahteraan penjawat awam memainkan peranan penting bagi menghasilkan modal insan yang produktif, berkualiti dan berprestasi tinggi ke arah mencapai visi perkhidmatan awam bertaraf dunia.<\/p>\n\n\n\n<p>Oleh itu, pengurusan perubahan budaya merupakan satu aspek yang sangat penting dalam PANS bagi untuk menarik, mendorong, mengekalkan pekerja terbaik untuk sebuah organisai serta mengekalkan hubungan positif di
