Warga Perkhidmatan Awam Dinilai Oleh Orang Awam"},"content":{"rendered":"\n<p>Setiap warga Perkhidmatan Awam Negeri Sarawak (PANS) harus peka dengan keperluan dan ekspektasi rakyat yang secara tidak langsung akan mengubah persepsi mereka tentang kredibiliti PANS dalam memikul tanggungjawab yang diamanahkan.<\/p>\n\n\n\n<p>Pelaksanaan Balanced Scorecard (BSC) telah memberi impak yang besar kepada sistem pengurusan kepuasan pelanggan yang mana ia telah mewujudkan satu budaya di kalangan warga PANS supaya memberi fokus kepada mutu perkhidmatan yang berkualiti ketika berurusan dengan pelanggan.<\/p>\n\n\n\n<p>Kepuasan pelanggan yang merujuk kepada kehendak, keperluan dan jangkaan yang mahu dicapai atau dipenuhi merupakan isu yang sangat penting dan kritikal kerana warga perkhidmatan awam akan dinilai sejauh mana mereka dapat memenuhi keperluan orang awam iaitu pelanggan mereka.<\/p>\n\n\n\n<p>Untuk menjadi sebuah organisasi yang terulung, kepuasan pelanggan terhadap kualiti penyampaian perkhidmatan yang diberikan oleh sesebuah organisasi tersebut harus mencapai suatu tahap yang memuaskan.<\/p>\n\n\n\n<p>Kepuasan terhadap kualiti sesuatu perkhidmatan biasanya dinilai berdasarkan lima dimensi iaitu Kebolehpercayaan (<em>Reliability<\/em>), Jaminan (<em>Assurance<\/em>), Bukti Fizikal (<em>Tangibles<\/em>), Empati (<em>Emphaty<\/em>) dan Responsif (<em>Responsiveness<\/em>).<\/p>\n\n\n\n<p><strong><em>Bukti Fizikal<\/em><\/strong> merujuk kepada kemudahan fizikal, keadaan peralatan dan penampilan personal, manakala <strong><em>Kebolehpercayaan<\/em><\/strong> merujuk kepada keupayaan untuk melaksanakan servis dengan betul dan tepat serta boleh dipercayai.<\/p>\n\n\n\n<p><strong><em>Responsif<\/em><\/strong> adalah kesediaan untuk bertindak membantu pelanggan dan melakukan servis dengan kadar segera manakala Jaminan adalah pengetahuan dan kesopanan pekerja dan kemampuannya untuk menanam kepercayaan dan keyakinan pada pihak pelanggan sementara <strong><em>Empati<\/em><\/strong> adalah keprihatinan, perhatian secara individu yang diberikan oleh pembekal servis kepada pelanggannya.<\/p>\n\n\n\n<figure dipenuhi<\/em><br>&nbsp;<\/figcaption><\/figure>\n\n\n\n<p>Bagi sesebuah organisasi yang menitik beratkan mutu dalam perkhidmatan, lima dimensi ini dapat membantu dalam memperbaiki operasi dalaman syarikat, meningkatkan mutu komunikasi antara pihak luaran dan dalaman.<\/p>\n\n\n\n<p>Hal ini kerana adanya deskripsi kerja dan tanggungjawab yang jelas, menaikkan kesedaran terhadap isu kualiti, meningkatkan produktiviti, meningkatkan kepuasan pelanggan dan servis sebenar yang diterima dari persepsi atau pandangan pelanggan iaitu orang awam.<\/p>\n\n\n\n<p>Persepsi pelanggan terhadap produktiviti dan perkhidmatan organisai perlu dikaji secara berterusan supaya maklum balas tentang prestasi organisasi dapat diperolehi untuk membolehkan organisasi mencari jalan menambah baik mutu
