Harnessing Rajang Port Authority’s (RPA) Capability to Advance Its System<\/strong><\/p>\n\n\n\n

The KFA project was initiated as Sarawak undertook measures to propel its socio-economic development through the digital economy in 2017.<\/p>\n\n\n\n

Within the organisation, RPA perceived its readiness and capability to harness the most crucial technology of today, information technology or IT and especially the digital economy to enhance its service delivery. <\/p>\n\n\n\n

This realisation had enabled the port authority to review and analyse its existing processes prior to determining what would become the eventual KFA.<\/p>\n\n\n\n

It also helped that its general manager and KFA owner, Datin Helen Lim Hui Shyan offered the direction required for this endeavour, for she had always been fully committed to see that RPA achieved overall excellence.<\/p>\n\n\n\n

\u201cShe was always involved in regular discussions, meetings and updates on this KFA project or process to provide a continuous check and balance to ensure that there is a controlled alignment to the Authority\u2019s strategic plan, vision, mission and shared values.<\/p>\n\n\n\n

\u201cShe gives direction and support as an added internal control of the whole process, in addition to the roles played by the KFA working group,\u201d RPA stated in its KFA presentation that was provided to RAKAN Sarawak<\/em><\/strong>.<\/p>\n\n\n\n

Members of the working group were selected based on ownership of the processes involved in shipping documentation at the port authority.<\/p>\n\n\n\n

They comprised assistant general managers for administration\/finance and operation\/planning & development, as well as key staff members from Traffic, Information System, Finance and Security Divisions.<\/p>\n\n\n\n

The group then planned, scheduled and implemented KFA programmes at the organisation before putting the system developed under the innovation project in place, with the goal of obtaining 100 per cent willing submission of shipping documents. Such programmes involved:<\/p>\n\n\n\n

  • Enhancing system in readiness for online submission;<\/li>
  • Testing and commissioning of enhanced system;<\/li>
  • Creating awareness and gauging acceptance of the system\u2019s users, including staff members and shipping agents; and<\/li>
  • Training programmes for staff members.<\/li><\/ul>\n\n\n\n

    Even upon executing the KFA, the working group regularly reviews, monitors and improves the digital system to ensure continuous stability and maintenance.<\/p>\n\n\n\n

    * Clear vision, direction, commitment, support from and communication with the KFA owner
    * Effective communication of RPA\u2019s vision, mission and shared values
    * Committed, responsible and accountable process owners
    * Sound system already in place
    * Cooperation and communication from the users \u2013 Internal and External
    * Excellent Industrial Relations
    * KFA aligned to RPA\u2019s Strategic Plan, Vision, Mission and Shared Values
    * Constant and continuous review on the enhanced process with well-established and measurable key performance indices
