Akses Perkhidmatan untuk Wanita"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Sejak tahun 2004, Malaysia telah menetapkan sasaran supaya sekurang-kurangnya 30% wanita memegang jawatan dalam peringkat membuat keputusan di sektor awam, termasuk jawatan pengurusan tinggi dan badan berkanun.<\/p>\n\n\n\n<p>Sasaran ini adalah sebahagian daripada usaha untuk meningkatkan kesaksamaan gender dan memperkukuh keupayaan tadbir urus negara melalui kepelbagaian perspektif (UNWomen, 2022; Wikipedia, 2024).<\/p>\n\n\n\n<p>Menjelang Disember 2022, Malaysia mencatatkan pencapaian yang membanggakan apabila 38.8% wanita telah menduduki jawatan pengurusan tertinggi (C-suite) dalam sektor awam, melepasi sasaran asal 30%.<\/p>\n\n\n\n<p>Namun begitu, cabaran ketara masih wujud dalam dimensi politik, budaya kerja, dan struktur institusi yang membataskan keberkesanan penyertaan wanita secara menyeluruh.<strong><\/strong><\/p>\n\n\n\n<p>Walaupun sektor eksekutif menunjukkan peningkatan penglibatan wanita, tahap representasi dalam bidang politik masih rendah.<\/p>\n\n\n\n<p>Hanya 13.5% ahli Dewan Rakyat (30 daripada 222) adalah wanita dalam penggal ke-15, manakala Dewan Negara mencatatkan 20% senator wanita.<\/p>\n\n\n\n<p>Di peringkat negeri, nisbah Ahli Dewan Undangan Negeri (ADUN) wanita meningkat kepada 26.8% selepas PRN 2024 (Wikipedia, 2024).<\/p>\n\n\n\n<p>Kekurangan keterwakilan ini bermakna suara wanita dalam proses penggubalan dasar yang menyentuh hal ehwal keluarga, sosial, kesihatan dan pendidikan masih terbatas.<\/p>\n\n\n\n<p>Selain itu, budaya patriarki, bebanan peranan rumah tangga, serta kekurangan kemudahan seperti penjagaan anak dan waktu kerja fleksibel menjadi antara halangan utama kepada penglibatan aktif wanita dalam politik.<\/p>\n\n\n\n<p>Cadangan penyelesaian termasuk pelaksanaan kuota politik minimum 30% bagi calon wanita, sebagaimana dilaksanakan dalam sektor korporat.<\/p>\n\n\n\n<p>Selain itu, parti politik, NGO dan kerajaan perlu menyediakan sokongan moral, latihan kepimpinan dan dana pilihan raya kepada calon wanita.<\/p>\n\n\n\n<p>Mekanisme sokongan seperti pusat penjagaan kanak-kanak dan waktu kerja fleksibel bagi wakil rakyat wanita juga boleh mengurangkan kadar keluar awal daripada politik.<\/p>\n\n\n\n<p>Di sektor awam, wanita kini memegang 38.9% jawatan pengurusan dan membuat keputusan (AsiaNews Network, 2024).<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"600\" class=\"wp-element-caption\">Suasana sibuk program kerjaya memberi peluang kepada belia mendapatkan maklumat pekerjaan secara langsung<\/figcaption><\/figure><\/div>\n\n\n<p>Walaupun angka ini melebihi sasaran awal, ia masih belum mencapai pariti gender dan masih banyak institusi yang belum melahirkan wanita dalam kepimpinan tertinggi.<\/p>\n\n\n\n<p>Lebih membimbangkan, perbandingan antara statistik pendidikan dan penglibatan kerja menunjukkan jurang ketara iaitu 61.2% pelajar IPTA adalah wanita, tetapi hanya 56.2% kadar penyertaan tenaga buruh wanita (LFPR) berbanding 82.3% bagi lelaki (DOSM, 2023).<\/p>\n\n\n\n<p>Salah satu isu utama adalah fenomena &#8220;<em>motherhood penalty<\/em>&#8220;, di mana wanita cenderung meninggalkan kerjaya atau menolak kenaikan pangkat apabila berkahwin atau melahirkan anak.<\/p>\n\n\n\n<p>Selain itu, kekurangan mentorship, ketiadaan pelan laluan kerjaya yang jelas, dan budaya kerja yang rigid (mesyuarat lewat malam, waktu kerja panjang) turut menyumbang kepada fenomena &#8220;<em>glass ceiling<\/em>&#8220;.<\/p>\n\n\n\n<p>Sebagai penyelesaian, kerajaan dan agensi awam boleh memperkenalkan program mentorship dan latihan kepimpinan khusus untuk wanita, memperkukuh sistem penilaian prestasi berasaskan kesaksamaan, dan menyediakan kemudahan penjagaan awal kanak-kanak di tempat kerja<\/p>\n\n\n\n<p>Pelaksanaan cuti bersalin fleksibel, serta insentif untuk majikan menyokong bakat wanita dalam sektor awam boleh mempercepatkan transformasi ini.<strong><\/strong><\/p>\n\n\n\n<p>LFPR wanita meningkat daripada 37.2% pada tahun 1970 kepada 56.2% pada tahun 2023, namun perbezaan ketara dengan lelaki (82.3%) menunjukkan bahawa wanita masih terpaksa berdepan sekatan struktural untuk menyertai pasaran kerja, termasuk sektor awam (Khazanah Research Institute, 2023).<\/p>\n\n\n\n<p>Statistik menunjukkan 62.1% wanita tidak bekerja menyatakan tanggungjawab rumah tangga sebagai faktor utama yang menghalang mereka bekerja.<\/p>\n\n\n\n<p>Bagi wanita luar bandar atau kumpulan berpendapatan rendah, kekurangan kemudahan seperti pusat penjagaan kanak-kanak, kerja separuh masa dan fleksibiliti waktu membataskan pilihan mereka.<\/p>\n\n\n\n<p>Di samping itu, struktur pekerjaan sektor awam yang kurang fleksibel menjadikan golongan wanita terpaksa memilih antara kerjaya dan keluarga.<\/p>\n\n\n\n<p>Antara penyelesaian yang dicadangkan adalah memperluas program kerja dari rumah dalam agensi kerajaan, mewujudkan pusat penjagaan kanak-kanak bersepadu di setiap daerah atau kompleks pejabat awam, dan melancarkan kempen kesedaran mengenai keseimbangan kerja-rumah serta pembahagian tanggungjawab keluarga secara adil.<strong><\/strong><\/p>\n\n\n\n<p>Walaupun laporan statistik menunjukkan peningkatan penyertaan wanita dalam sektor awam, data yang lebih terperinci masih kurang. Statistik seperti jumlah wanita naik pangkat, perbezaan waktu kerja, cuti bersalin, dan akses kepada latihan mengikut jantina jarang dilaporkan secara konsisten oleh agensi awam.<\/p>\n\n\n\n<p>Ketiadaan data<em> gender-disaggregated <\/em>ini menyukarkan pemantauan terhadap impak sebenar dasar kesaksamaan dan keberkesanan program pembangunan wanita.<\/p>\n\n\n\n<p>Untuk itu, kerajaan boleh membangunkan Dashboard Gender Sektor Awam bagi memantau kadar penyertaan, mobiliti kerjaya, dan akses kepada peluang secara berkala.<\/p>\n\n\n\n<p>Audit tahunan inklusiviti gender juga wajar dilaksanakan oleh JPA serta pihak ketiga yang bebas, demi memastikan ketelusan dan keberkesanan dasar.<\/p>\n\n\n\n<p>Meskipun Malaysia telah melepasi sasaran penyertaan wanita sekurang-kurangnya 30% dalam jawatan membuat keputusan awam dan pengurusan, dengan pencapaian antara 38.8% hingga 38.9% pada tahun 2022 hingga 2024, cabaran struktur organisasi dan budaya kerja masih menjadi penghalang utama ke arah kesaksamaan sepenuhnya.<\/p>\n\n\n\n<p>Pencapaian angka ini belum semestinya bermakna suara wanita benar-benar terwakili dalam setiap proses penggubalan dasar dan keputusan strategik.<\/p>\n\n\n\n<p>Ramai wanita masih berdepan dengan &#8220;glass ceiling&#8221;, tekanan peranan tradisional rumah tangga, dan sistem kerja yang tidak fleksibel.<\/p>\n\n\n\n<p>Oleh itu, pelaksanaan dasar seperti kuota politik, waktu kerja anjal, cuti bersalin yang inklusif, program mentoring untuk kepimpinan wanita, dan pemantauan berasaskan data perlu digerakkan secara menyeluruh oleh semua kementerian dan agensi kerajaan.<\/p>\n\n\n\n<p>Langkah-langkah ini bukan sahaja dapat memacu lebih ramai wanita ke peringkat kepimpinan, malah mampu memperkukuh amalan tadbir urus demokratik, menjadikan dasar lebih berfokus kepada keperluan rakyat pelbagai latar belakang, serta meningkatkan kualiti dan keadilan dalam penyampaian perkhidmatan awam.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"716\" height=\"600\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025.jpg\" alt=\"\" class=\"wp-image-27965\" srcset=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025.jpg 716w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025-300x251.jpg 300w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025-501x420.jpg 501w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025-150x126.jpg 150w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025-696x583.jpg 696w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/10\/RO-INF-13-1-1-18-991-2025-600x503.jpg 600w\" sizes=\"auto, (max-width: 716px) 100vw, 716px\" \/><\/figure><\/div>\n\n\n<p><strong>Rujukan:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Jabatan Perkhidmatan Awam Malaysia (JPA).
