{"id":28011,"date":"2025-09-13T23:40:00","date_gmt":"2025-09-13T15:40:00","guid":{"rendered":"https:\/\/www.rakansarawak.com\/v3\/?p=28011"},"modified":"2025-10-22T07:47:13","modified_gmt":"2025-10-21T23:47:13","slug":"sejarah-ringkas-pendidikan-di-sarawak","status":"publish","type":"post","link":"https:\/\/www.rakansarawak.com\/v3\/2025\/09\/13\/sejarah-ringkas-pendidikan-di-sarawak\/","title":{"rendered":"Sejarah Ringkas Pendidikan di Sarawak"},"content":{"rendered":"\n<p><strong>Sebelum Kedatangan Brooke (sebelum 1841)<\/strong><\/p>\n\n\n\n<p class=\"has-drop-cap\">Sebelum pemerintahan Brooke (sejak 1841), pembelajaran di Sarawak adalah bersifat tidak formal: pengajaran tradisional (pengetahuan adat, pantun, teknikal pertanian, kepercayaan) disampaikan secara lisan dalam komuniti kaum Iban, Bidayuh, Melanau dan lain-lain.<\/p>\n\n\n\n<p>Tidak wujud sistem sekolah menstruktur untuk kebanyakan penduduk luar bandar; sebarang pendidikan berstruktur di kawasan bandar amat terhad. Kajian sejarah pendidikan menekankan ketiadaan infrastruktur sekolah formal dan tahap celik huruf rendah dalam kalangan penduduk asli pada awal abad ke-19.<\/p>\n\n\n\n<p>Isu: ketiadaan akses formal &#8211; pengasingan peluang ekonomi\/politik (bahasa rasmi dan literasi) bagi masyarakat luar bandar.<br>Penyelesaian sejarah yang muncul: peranan awal misi Kristian dan sekolah komuniti sebagai agen literasi dan perantara budaya&nbsp; permulaan transformasi pendidikan di bandar-bandar kecil.<\/p>\n\n\n\n<p><strong>Era Brooke (1841-1941)&nbsp; sekolah misi dan penyebaran pendidikan awal<\/strong><\/p>\n\n\n\n<p>Di era Brooke, misionari (Anglikan, Katolik dan Agama Kristian lain) memainkan peranan utama menubuhkan sekolah-sekolah terawal&nbsp; terutama di pusat bandar\/ pelabuhan seperti Kuching dan Sibu.<\/p>\n\n\n\n<p>Sekolah misi mengajar membaca, tulisan, asas agama dan kemahiran praktikal; sebelum Perang Dunia II sebahagian besar sekolah berasaskan misi menyumbang besar kepada pendaftaran pelajar di sekolah berturap.<\/p>\n\n\n\n<p>Kajian pembangunan sekolah misi merakamkan perkembangan berperingkat dan pertumbuhan kelas berasaskan bahasa Inggeris\/Latin sebagai medium pengantar awal.<\/p>\n\n\n\n<p>Data \/ Statistik : sebelum Perang Dunia II, peratus besar pelajar sekolah bandar hadir di sekolah misi; catatan sejarah menunjukkan lebih 75% kanak-kanak lelaki di sekolah Inggeris pada awal abad ke-20 berada di sekolah misi (rangka-rangka sejarah nasional).<\/p>\n\n\n\n<p>Isu: pendidikan tertumpu pada kawasan bandar &amp; golongan yang berhubungan ekonomi\/misi \u2192 mengekalkan ketidaksamarataan akses.<br>Penyelesaian (bertapak pada masa itu): jaringan sekolah misi diperluaskan dan digabungkan secara berperingkat dengan bantuan kerajaan kolonial selepas 1930an untuk menjangkau kampung-kampung besar.<\/p>\n\n\n\n<p><strong>Era penjajahan Jepun (1941-1945)<\/strong><\/p>\n\n\n\n<p>Pendudukan Jepun membawa gangguan besar: banyak sekolah ditutup, infrastruktur rosak, dan kegiatan pendidikan diarahkan kepada pengajaran bahasa dan ideologi Jepun (Japanisation).<\/p>\n\n\n\n<p>Selepas perang, jabatan pendidikan British mewarisi sistem yang rosak dan perlu memulihkan sekolah serta guru. Kajian sejarah mencatatkan bahawa sekolah-sekolah dibinasakan atau tertutup dalam tempoh pendudukan, menyebabkan gangguan literasi dan pembelajaran beberapa tahun.<\/p>\n\n\n\n<p>Isu: pemutusan pendidikan formal selama beberapa tahun &#8211; kehilangan kohort umur berpendidikan, kerosakan infrastruktur.<br>Penyelesaian pasca-perang: program pembaikan sekolah, latihan guru kecemasan, dan pembinaan semula pusat pembelajaran sebagai prioriti pentadbiran British selepas 1946.<\/p>\n\n\n\n<p><strong>Era penjajahan Britain (1946-1963) \u2014 pembinaan semula &amp; pengembangan<\/strong><\/p>\n\n\n\n<p>Selepas cession ke British Crown pada 1946, Sarawak menerima sokongan dan struktur pendidikan yang lebih tersusun. Data kementerian menunjukkan pertumbuhan kemasukan pelajar pendidikan bermula kuat pada 1947-1967: jumlah kemasukan pelajar sekolah berdaftar di seluruh negara meningkat daripada kira-kira 394,142 pada 1947 kepada 1,014,193 pada 1957 dan 1,729,913 pada 1967 \u2014 angka ini menggambarkan lonjakan akses pendidikan di negara yang lebih luas (termasuk Sarawak dalam statistik persekutuan).<\/p>\n\n\n\n<p>Isu khusus Sarawak: geografi (sungai, hutan), guru kurang di pedalaman, dan kos membina sekolah tersebar.<br>Penyelesaian yang dilaksanakan: pembukaan sekolah bantuan (aided schools), program pendidikan dewasa (literacy classes), dan usaha menyertakan bahasa Melayu sebagai medium kebangsaan pada lewat 1960-an.<\/p>\n\n\n\n<p>Perancangan pendidikan peringkat negeri dan pusat memberi fokus kepada akses primer dan latihan guru.<\/p>\n\n\n\n<p><strong>10 tahun pertama dalam Malaysia (1963-1973) \u2014 integrasi &amp; dasar pembangunan pendidikan<\/strong><\/p>\n\n\n\n<p>Selepas penubuhan Malaysia (1963), dasar pembangunan negara meletakkan pendidikan sebagai teras pembangunan manusia. Rancangan Malaysia Pertama (1966-1970) memberi penekanan kepada pendidikan; kerajaan negeri juga menubuhkan badan seperti Yayasan Sarawak (1971) untuk biasiswa dan sokongan pelajar Sarawak.<\/p>\n\n\n\n<p>Dalam dekad ini terdapat usaha menstandardkan kurikulum, memperluas sekolah kebangsaan, dan mempromosi pengantar dalam Bahasa Melayu bagi penyatuan nasional.<\/p>\n\n\n\n<p>Isu: peralihan bahasa pengantar menuntut penyesuaian guru\/pelajar; jurang capaian masih ketara di pedalaman.<br>Penyelesaian: biasiswa negeri (Yayasan Sarawak), program latihan guru dan pembinaan sekolah baharu, serta inisiatif pendidikan luar bandar.<\/p>\n\n\n\n<p><strong>30 tahun kedua dalam Malaysia (1973-2003) \u2014 kemasukan pendidikan menengah &amp; pertumbuhan universiti<\/strong><\/p>\n\n\n\n<p>Dari 1970an hingga 1990an, Malaysia menyaksikan peningkatan kemasukan pelajar menengah dan pengembangan pendidikan tinggi. Data perbandingan menunjukkan secondary gross enrolment ratio (GER) meningkat jauh sejak 1970an menandakan lebih ramai pelajar menamatkan peringkat asas dan menyambung ke menengah.<\/p>\n\n\n\n<p>Pada peringkat negeri, penubuhan pusat pengajian dan kolej vokasional mula diperkasakan untuk menyediakan tenaga kerja mahir.<\/p>\n\n\n\n<p>Inisiatif Sarawak: penubuhan institusi latihan\/ kolej, bantuan pelajar, dan akhirnya penubuhan UNIMAS (Universiti Malaysia Sarawak) pada 1992 memberi peluang pendidikan tinggi tempatan.<\/p>\n\n\n\n<p>Isu: kualiti guru, keterampilan teknikal yang tidak seiring permintaan pasaran.<br>Penyelesaian: memperkayakan program teknikal-vokasional (TVET), sambungan industri-universiti, dan biasiswa bersasar.<\/p>\n\n\n\n<p><strong>30 tahun ketiga \/ era kontemporari (2003-2023) \u2014 digitalisasi &amp; cabaran baru<\/strong><\/p>\n\n\n\n<p>Dalam dua dekad terakhir, Malaysia secara keseluruhan merekod peningkatan literasi dewasa (menuju 95% pada akhir 2010-an) dan kenaikan kemasukan pelajar menengah\/tinggi. Namun, Sarawak menghadapi jurang digital dan infrastruktur: banyak kawasan luar bandar masih bergelut dengan capaian Internet stabil, menghalang pembelajaran berasaskan digital.<\/p>\n\n\n\n<p>Kajian\/berita dan data menunjukkan isu capaian dan kemahiran digital masih nyata dalam sekolah pedalaman Sarawak.<\/p>\n\n\n\n<p>Inisiatif positif: mulai 2021 Sarawak memperkenalkan MySRBN (Sarawak Rural Broadband Network) melalui SDEC untuk menyalurkan akses FWA 30 Mbps kepada komuniti pedalaman; program ini menunjukkan liputan yang berkembang dan pakej subsidi untuk isi rumah di kawasan terpilih. Skalakan inisiatif ini ke lebih banyak kampung dan sekolah.<\/li>\n\n\n\n<li>Program literasi dan pembelajaran hibrid gabungan kelas fizikal + bahan digital (yang boleh diakses secara luar talian\/USB) mengurangkan kesan sambungan terputus. Model pendidikan dewasa dan pusat komuniti (adult education centres) pasca-1950an boleh diguna semula sebagai &#8216;node&#8217; pembelajaran komuniti.<\/li>\n\n\n\n<li>Berkesan menggunakan yayasan negeri &amp; biasiswa Yayasan Sarawak (Yayasan) dan universiti tempatan (UNIMAS, UTS dsb.) boleh dimasukkan dalam skema latihan guru setempat, biasiswa untuk pelajar pedalaman dan program &#8216;train-the-trainer&#8217; dalam bahasa ibunda.<\/li>\n\n\n\n<li>Fokus pada TVET &amp; kerjasama industri mengurangkan mismatch tenaga kerja dengan menyediakan laluan vokasional yang relevan kepada ekonomi tempatan (pertanian pintar, tenaga boleh diperbaharui, ICT).
