Malaysia &#8211; and even foreign countries, as young people leave to pursue education, employment, and better opportunities.<\/p>\n\n\n\n<p>Although such mobility can stimulate personal growth and economic advancement, the ongoing exodus poses serious concerns for policymakers and community leaders alike.<\/p>\n\n\n\n<p>The long-term consequence is the depopulation and ageing of rural communities, leading to an uneven distribution of human resources across the state.<\/p>\n\n\n\n<p>Without renewed efforts to retain or reintegrate young talent, the divide between rural and urban areas will deepen, threatening both community vitality and the state\u2019s human capital.<\/p>\n\n\n\n<p>Therefore, addressing this youth drain is not merely an issue of migration control, but one of sustainable development.<\/p>\n\n\n\n<p><strong>The Definition of Youth Drain<\/strong><\/p>\n\n\n\n<p>In this context, the term \u201cyouth drain\u201d refers to the movement of young people, generally aged 15 to 34, from rural or semi-urban communities toward larger urban areas, often without returning or contributing to local economic growth.<\/p>\n\n\n\n<p>The phenomenon can be analysed through several interconnected dimensions:<\/p>\n\n\n\n<p>&#8211; On the push side, factors such as limited employment prospects, insufficient training opportunities, underdeveloped infrastructure, and inadequate public amenities drive young people to leave.<\/p>\n\n\n\n<p>-On the pull side, cities offer stronger educational pathways, higher-paying employment, better infrastructure and connectivity, a more dynamic lifestyle, and wider social and professional networks.<\/p>\n\n\n\n<p>According to national statistics, Malaysia\u2019s level of urbanisation increased significantly &#8211; from 28.4 in 1970 to 75.1 in 2020.<\/p>\n\n\n\n<p>Meanwhile, according to the 2022 Migration Survey by the Department of Statistics Malaysia (DoSM), the majority of intra-state migration occurred between urban areas at approximately 79.3%, whereas rural-to-urban migration constitutes merely 2.4%.<\/p>\n\n\n\n<p>This relatively low rural-to-urban share may imply that many rural youths migrate beyond their home districts, or that official data may not fully capture their mobility patterns.<\/p>\n\n\n\n<p>Regardless, the pattern underscores the limited return or circular migration towards rural communities.<\/p>\n\n\n\n<p>In Sarawak, DoSM has recently identified districts such as Beluru, Telang Usan, and Mukah as \u201cageing\u201d areas, where individuals aged 60 and above comprise over 15% of the population &#8211; a trend partly attributed to sustained youth outmigration from rural regions.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter with unemployment at 11.5%, which is above the national average of 10.7%.<\/p>\n\n\n\n<p>The numbers reveal how young people in less developed states often struggle to find suitable jobs even when they are ready to work.<\/p>\n\n\n\n<p>While equivalent data for Sarawak are limited, the disparity in opportunities between rural and urban youth is well recognised.<\/p>\n\n\n\n<p>&#8211; built on economic, digital, and social interventions.<\/p>\n\n\n\n<p><strong>&#8211; Building Rural Enterprise Ecosystems<\/strong><\/p>\n\n\n\n<p>Create rural enterprise hubs that combine workspaces,
