Jurang Keyakinan Wanita dalam Penguasaan Digital<\/strong><\/p>\n\n\n\n<p>Kajian menunjukkan bahawa wanita Malaysia masih menunjukkan tahap keyakinan lebih rendah dalam penguasaan kemahiran digital berbanding lelaki, khususnya dalam sektor pekerjaan berbentuk ilmu dan teknologi.<\/p>\n\n\n\n<p>Kurangnya keyakinan ini menyebabkan ramai wanita tidak melibatkan diri secara aktif dalam latihan digital walaupun akses diberikan.<\/p>\n\n\n\n<p>Bahkan, mereka yang mengikuti latihan sering tidak memperoleh faedah langsung seperti kenaikan pangkat atau ganjaran setimpal, yang memperlihatkan wujudnya bias struktur dalam organisasi awam.<\/p>\n\n\n\n<p>Latihan perlu disertai sesi bimbingan berstruktur (<em>mentoring<\/em>), yang boleh membina keyakinan diri dan mengembangkan jaringan profesional.<\/p>\n\n\n\n<p>Contohnya, pemadanan latihan digital dengan pelan kerjaya dan laluan kenaikan pangkat, bukan sekadar pencapaian teknikal semata-mata.<\/p>\n\n\n\n<p>Di samping itu, audit dalaman yang menilai impak latihan digital terhadap prestasi dan penilaian kerjaya wanita perlu diperkenalkan di semua agensi awam.<\/p>\n\n\n\n<p><strong>2. Akses Tidak Seimbang &amp; Infrastruktur Terhad di Luar Bandar<\/strong><\/p>\n\n\n\n<p>Perbezaan jurang digital antara bandar dan luar bandar terus menjadi halangan besar, terutamanya bagi wanita.<\/p>\n\n\n\n<p>Kadar penembusan jalur lebar Malaysia hanya sekitar 67.2% secara keseluruhan, dengan kawasan luar bandar tertinggal jauh berbanding bandar.<\/p>\n\n\n\n<p>Walaupun hampir semua rakyat memiliki telefon pintar, ini tidak bermakna mereka mempunyai literasi digital tinggi.<\/p>\n\n\n\n<p>Wanita di luar bandar menghadapi kesukaran dari segi akses kepada pusat ICT dan kursus latihan yang berkualiti.<\/p>\n\n\n\n<p>Antara penyelesaian yang dicadangkan adalah mengaktifkan semula peranan Telecentre dan Pusat Ekonomi Digital Keluarga Malaysia (PEDi) dengan fokus kepada latihan wanita yang merangkumi kemahiran komputer asas, data dan keselamatan siber.<\/p>\n\n\n\n<p>Di samping itu, NGO seperti Women\u2019s Centre for Change (WCC) boleh memainkan peranan dalam memperluas kempen keselamatan digital dan literasi teknologi.<\/p>\n\n\n\n<p>Silibus kerja dari rumah khas untuk wanita luar bandar dalam sektor awam juga wajar dibangunkan, lengkap dengan kemudahan internet dan sistem mentor dari jabatan kerajaan.<\/p>\n\n\n\n<p><strong>3. Jurang Kemahiran Lanjutan &amp; Kekurangan Wanita dalam STEM\/Awan<\/strong><\/p>\n\n\n\n<p>Lapan daripada sepuluh pekerjaan paling berkembang di Malaysia kini berkait rapat dengan teknologi dan kemahiran digital, terutamanya dalam bidang Revolusi Industri Keempat (4IR) seperti sains data, kecerdasan buatan, dan keselamatan siber.<\/p>\n\n\n\n<p>Namun, fenomena <em>\u201cleaky pipeline<\/em>\u201d masih berlaku. Wanita hadir di peringkat pendidikan, tetapi gagal kekal atau berkembang dalam kerjaya STEM dan digital.<\/p>\n\n\n\n<p>Faktor seperti stereotaip gender dan ketiadaan sokongan struktural menyebabkan wanita kurang menyertai sektor digital sektor awam.<\/p>\n\n\n\n<p>Program seperti #GirlsInICT oleh MDEC dan Digital Ninja berjaya menarik minat awal, tetapi perlu diperluas dengan sokongan kerajaan negeri dan agensi awam.<\/p>\n\n\n\n<p>Inisiatif seperti Data For Her oleh CADS pula boleh digunakan untuk membina rangkaian wanita profesional dalam bidang data sains dalam sektor kerajaan.<\/p>\n\n\n\n<p>Selain itu, pemberian biasiswa, latihan jangka pendek dan insentif pengambilan wanita profesional teknologi dalam sektor awam perlu diperkasa.<\/p>\n\n\n\n<p><strong>4. Pemantauan dan Data Tidak Mencukupi Mengenai Kesetaraan Wanita Digital<\/strong><\/p>\n\n\n\n<p>Walaupun data mengenai pemilikan peranti dan kadar akses umum tersedia, Malaysia masih kekurangan data granular mengenai kesan kemahiran digital terhadap kemajuan kerjaya wanita dalam sektor awam.<\/p>\n\n\n\n<p>Tiada <em>dashboard<\/em> awam yang memantau hubungan antara latihan digital dengan hasil kerjaya seperti kenaikan pangkat, gaji atau mobiliti jawatan mengikut jantina.<\/p>\n\n\n\n<p>Sebagai langkah ke hadapan, kerajaan boleh mewujudkan <em>Dashboard Gender-Digital<\/em> sektor awam untuk menjejaki penyertaan kursus, impak latihan dan mobiliti kerjaya berdasarkan gender.<\/p>\n\n\n\n<p>Selain itu, audit tahunan oleh MAMPU dan JPA terhadap kesan inisiatif digital terhadap wanita perlu dijadikan piawaian tetap.<\/p>\n\n\n\n<p>Cerita kejayaan (<em>success stories<\/em>) wanita dalam sektor awam digital juga wajar didokumentasikan dan disebarkan bagi tujuan motivasi dan teladan.<\/p>\n\n\n\n<p>Kesimpulannya, wanita Malaysia kini menunjukkan pencapaian yang membanggakan dalam pendidikan dan tahap literasi digital asas, namun jurang keyakinan diri, akses kepada infrastruktur teknologi, serta penglibatan dalam kemahiran digital lanjutan masih menjadi cabaran utama terutamanya dalam sektor perkhidmatan awam.<\/p>\n\n\n\n<p>Jurang ini bukan sahaja menghalang potensi individu wanita, malah menjejaskan kemajuan keseluruhan pendigitalan sektor awam.<\/p>\n\n\n\n<p>Oleh itu, langkah-langkah seperti membina struktur latihan yang disepadukan dengan laluan kerjaya yang jelas, memperluas fungsi Telecentre dan PEDi dengan fokus kepada wanita luar bandar, serta memperkenalkan program STEM yang bersifat gender-inklusif adalah antara strategi penting.<\/p>\n\n\n\n<p>Tambahan pula, pembangunan sistem pemantauan yang holistik dan berasaskan data akan memastikan impak latihan digital terhadap kerjaya wanita dapat diukur dan ditambah baik secara berterusan.<\/p>\n\n\n\n<p>Dengan pendekatan yang menyeluruh dan berpaksikan inklusiviti ini, wanita bukan sahaja berperanan sebagai pengguna teknologi, tetapi turut menjadi ejen perubahan dan pemacu inovasi dalam ekosistem sektor awam digital negara.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"716\" height=\"600\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025.jpg\" alt=\"\" class=\"wp-image-28290\" srcset=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025.jpg 716w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025-300x251.jpg 300w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025-501x420.jpg 501w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025-150x126.jpg 150w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025-696x583.jpg 696w, https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/12\/RO-INF-13-1-1-19-991-2025-600x503.jpg 600w\" sizes=\"auto, (max-width: 716px) 100vw, 716px\" \/><figcaption class=\"wp-element-caption\">Kemahiran Digital: Strategi Keseimbangan Sektor Awam\nRamai wanita Malaysia kurang yakin mengikuti latihan digital berbanding lelaki. Jurang akses di luar bandar serta isu &#8220;leaky pipeline&#8221; menghalang penyertaan wanita dalam kerjaya digital. Antara cadangan utama ialah penyediaan latihan dan mentoring profesional, pengaktifan semula pusat ICT seperti PEDi dan Telecentre, serta pembangunan rangkaian profesional menerusi inisiatif Data For Her oleh CADS.
