The formation of the Council,<br \/>\nwhich is chaired by the Prime Minister, represents the Government&apos;s<br \/>\nhighest commitment in promoting the development of SMEs. The Census also showed that 4,257 SMEs exported their goods and<br \/>\nservices totaling RM38 billion in 2003. Productivity levels of SMEs are<br \/>\nfound to be significantly lower than large enterprises, recording<br \/>\nvalue-added per establishment of RM0.3 million compared with RM41<br \/>\nmillion for large enterprises. <\/font><\/p>\n<div align=&quot;justify&quot;>\n<\/div>\n<p align=&quot;justify&quot;><font face=&quot;Arial, Helvetica, sans-serif&quot; size=&quot;2&quot;>Only 2,747 businesses invested in R&amp;D, of which 2,355 are SMEs.<br \/>\nSMEs invested RM2 billion in R&amp;D out of the RM4.3 billion spent in<br \/>\ntotal by establishments in the Census. The aim is to promote the development of<br \/>\ncompetitive and resilient SMEs towards increasing their contributions<br \/>\nto the economy. A significant milestone in strengthening the<br \/>\ninfrastructure is the introduction of the common definitions for SMEs<br \/>\nin 2005 by the National SME Development Council. The common definitions<br \/>\nwill facilitate the collection and compilation of SME data for<br \/>\nassessment and policy formulation. The Council also initiated the<br \/>\nestablishment of the National SME Database to address the information<br \/>\nneeds of the industry and policy makers. It provides business<br \/>\ninformation, including data on new supply, supply feedback, price<br \/>\nquotations, logistic services, inventory management, market projections<br \/>\nand payment management. Therefore, SMEs using AgriBazaar will be able<br \/>\nto discover the best prices for their products, gain greater access to<br \/>\nthe market, and thus, expand their business. <\/font><\/li>\n<\/ul>\n<\/div>\n<p align=&quot;justify&quot;><font face=&quot;Arial, Helvetica, sans-serif&quot; size=&quot;2&quot;>A major development was the establishment of the National Institute<br \/>\nfor Entrepreneurship or ISKEN in January 2005 to create and develop<br \/>\nworld-class entrepreneurs. For SMEs in<br \/>\nMRS sector, soft loans of RM220 million will also be allocated to<br \/>\nentrepreneurs for the purchase of new machinery and equipment for their<br \/>\nexpansion.
