Image extracted from the DPLB publication, available at the Ministry of Rural and Regional Development official website<\/figcaption><\/figure><\/div>\n\n\n<p>With the vision of \u201cProsperous, Inclusive, Sustainable and Holistic Rural Areas\u201d (<em>\u201cLuar Bandar Yang Sejahtera, Inklusif, Mampan dan Holistik\u201d<\/em>), the rural development policy reflects the Malaysian Government\u2019s actions to ensure that the rural population are able to thrive in today\u2019s rapidly changing world through greater access to infrastructure, social facilities and government services comparable to their urban counterparts.<\/p>\n\n\n\n<p>In essence, the policy consists of policy statements and strategies categorised under 10 thrusts; all of which are to be carried out until 2030:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Competitive &amp; Sustainable Economy<\/strong> \u2013 Increasing added value to local resources to generate wealth, entrepreneurship and employment opportunities; supporting economic diversification and building uniqueness of local products; encouraging private investment; grouping economy and multi-functional economic activities.<\/li>\n\n\n\n<li><strong>Entrepreneurship to Spur Economic Development <\/strong>\u2013 Making entrepreneurship a main career choice, establishing a conducive situation to produce rural entrepreneurs and community enterprises as well as assisting in the success of enterprises that are implemented.<\/li>\n\n\n\n<li><strong>Quality Human Capital<\/strong> \u2013 Nurturing quality, viable, sustainable rural human capital capable of meeting future needs through a quality education system.<\/li>\n\n\n\n<li><strong>Complete &amp; Advanced Infrastructure<\/strong> \u2013 Providing quality and sufficient rural infrastructure to support economic development, and creating an attractive and conducive living environment as a place to live, work, invest, and travel.<\/li>\n\n\n\n<li><strong>Excellent Rural Youth<\/strong> \u2013 Empowering rural youth who are high in character, knowledgeable, skilful, patriotic, creative and innovative, and are able to enjoy continuous\/sustainable income through entrepreneurship.<\/li>\n\n\n\n<li><strong>Progressive Rural Women<\/strong> \u2013 Empowering rural women who are progressive in all aspects of life, encompassing economy, education, health, social and leadership.<\/li>\n\n\n\n<li><strong>Prosperous Rural Life<\/strong> \u2013 Developing a healthy, safe and prosperous rural community.<\/li>\n\n\n\n<li><strong>Effective Delivery &amp; Management Systems<\/strong> \u2013 Establishing an integrity, efficient and effective rural delivery system and governance; strengthening an integrated coordination and collaboration; empowering village-level governance; and enhancing community involvement in planning, implementing and monitoring rural development.<\/li>\n\n\n\n<li><strong>Biodiversity &amp; Sustainable Environment<\/strong> \u2013 Preserving and conserving biodiversity and environmental sustainability through a sustainable development approach; improving community awareness and responsibility as well as promoting an eco-friendly way of life.<\/li>\n\n\n\n<li><strong>Housing, Regional Development &amp; Integrated Village Settlements<\/strong> \u2013 Enabling home ownership in rural areas; empowering regional development; balancing growth between urban and rural areas, as well as among rural areas; and developing sustainable rural settlements capable of attracting urban residents to migrate to the countryside.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"337\" height=\"480\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022.jpg\" alt=\"\" class=\"wp-image-19518\" srcset=\"https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022.jpg 337w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022-211x300.jpg 211w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022-150x214.jpg 150w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022-300x427.jpg 300w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-2-1-Dec-2022-295x420.jpg 295w\" sizes=\"auto, (max-width: 337px) 100vw, 337px\" \/><figcaption class=\"wp-element-caption\">Challenges facing rural areas in Malaysia that are to be tackled under Dasar Pembangunan Luar Bandar 2030 (DPLB) (in Bahasa Melayu). Photo by Job Savelsberg on Unsplash<\/figcaption><\/figure><\/div>\n\n\n<p>The Second Rural Development Transformation (<em>Transformasi Pembangunan Luar Bandar Kedua<\/em>) that started in 1994 initiated <strong>Phase Two<\/strong> of rural development in Malaysia (1994-2020). Photo by Pok Rie on Pexels<\/figcaption><\/figure><\/div>\n\n\n<p>DPLB marks <strong>a new phase<\/strong> in Malaysia\u2019s rural development transformation, which sees the importance of sustainability in economic, social, cultural and environmental progress in rural areas.<\/p>\n\n\n\n<p>Formulated to ensure development continuity beyond Vision 2020, it covers two five-year national plans, namely the 12<sup>th<\/sup> Malaysia Plan (2021-2025) and the 13<sup>th<\/sup> Malaysia Plan (2026-2030).<\/p>\n\n\n\n<p>It also takes account of other national policies such as <a href=\"https:\/\/www.planmalaysia.gov.my\/index.php\/perancangan\/dpf-desa-negara-2030\">DPF Desa Negara 2030<\/a>, and international ones, most notably the <a href=\"https:\/\/www.un.org\/sustainabledevelopment\/development-agenda\/\">Sustainable Development Goals<\/a> (SDGs) adopted by all United Nations Member States (including Malaysia) as part of the 2030 Agenda for Sustainable Development.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"360\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2022\/12\/13-8-1-Dec-2022.jpg\" alt=\"\" class=\"wp-image-19524\" srcset=\"https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-8-1-Dec-2022.jpg 640w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-8-1-Dec-2022-600x338.jpg 600w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-8-1-Dec-2022-300x169.jpg 300w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2022\/12\/13-8-1-Dec-2022-150x84.jpg 150w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><figcaption class=\"wp-element-caption\">It is hoped that the latest rural development policy is able to encourage rural communities to contribute actively in ensuring their hometowns&#8217; longevity.
