{"id":20926,"date":"2023-05-12T01:11:00","date_gmt":"2023-05-11T17:11:00","guid":{"rendered":"https:\/\/www.rakansarawak.com\/v3\/?p=20926"},"modified":"2023-05-09T20:19:41","modified_gmt":"2023-05-09T12:19:41","slug":"ipr-takes-new-approach-in-eradicating-poverty","status":"publish","type":"post","link":"https:\/\/www.rakansarawak.com\/v4\/2023\/05\/12\/ipr-takes-new-approach-in-eradicating-poverty\/","title":{"rendered":"IPR Takes New Approach in Eradicating Poverty"},"content":{"rendered":"\n<p class=\"has-drop-cap\">During the retabling of <a href=\"https:\/\/budget.mof.gov.my\/en\/budget2023\/\">Malaysia Budget 2023<\/a>, Prime Minister YAB Dato\u2019 Seri Anwar bin Ibrahim announced an allocation of RM750 million to the Ministry of Economy for the implementation of <em>Inisiatif Pendapatan Rakyat<\/em> (IPR).<\/p>\n\n\n\n<p>The initiative aims to empower households of the hardcore poor and B40 to boost their ability to earn an income for the long haul through new approaches that address weaknesses of previous practices to eradicate poverty.<\/p>\n\n\n\n<p>According to the Prime Minister, these include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assistance and facilities to hardcore poor and B40 participants are no longer given in a single tranche but on a monthly basis and will be monitored for sale and lease back of equipment or employment subsidies for employers who employ them.<\/li>\n\n\n\n<li>Participants involved in economic activities must meet the needs of the local community, especially the agricultural and food sectors, to ensure consistent market demand.<\/li>\n\n\n\n<li>Through the programme, participants can earn between RM2,000 to RM2,500 within a 24-month monitoring period and, afterwards, enable them to generate their own income through the revenue obtained.<\/li>\n<\/ul>\n\n\n\n<p>Two days later on 26 February 2023, <a href=\"https:\/\/www.youtube.com\/watch?v=ochUfRhIjMQ\">IPR was launched<\/a> by Minister of Economy YB Rafizi Ramli, who stressed the need to create a sustainable ecosystem that enables the poor to transition out of the extreme poverty line and prevent themselves from falling back in.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"425\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023.jpg\" alt=\"\" class=\"wp-image-20922\" srcset=\"https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023.jpg 640w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023-300x199.jpg 300w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023-150x100.jpg 150w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023-632x420.jpg 632w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2023\/05\/31-1-1-Q1-RS-5-1-048-2023-600x398.jpg 600w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><figcaption class=\"wp-element-caption\">Minister of Economy YB Rafizi Ramli (fourth left) unveiling a vending machine that sells ready-made food by participants of Inisiatif Usahawan Makanan (INSAN) under Inisiatif Pendapatan Rakyat (IPR) on 26 February 2023. Photo from Ministry of Economy  <\/figcaption><\/figure><\/div>\n\n\n<p>Hence, the programme is designed to involve three main target groups:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recipients or participants (<em>Penerima<\/em>), comprising households of the hardcore poor and B40. As of 31 December 2022, there are 126,372 hardcore poor households registered in <a href=\"https:\/\/ekasih.icu.gov.my\/Pages\/Default.aspx\">eKasih<\/a>, and around 2.9 million B40 households.<\/li>\n\n\n\n<li>Guides (<em>Pembimbing<\/em>), namely local businesses who purchase the recipients\u2019 goods and services, or local non-governmental organisations (NGOs) and volunteers providing the likes of training and moral support to recipients. Photo by Kelvin Zyteng on Unsplash <\/figcaption><\/figure><\/div>\n\n\n<p>\u201cWe want to make sure that the Government&#8217;s programme in eradicating poverty is not just giving assistance, but that assistance with the support of stakeholders within the entire ecosystem of the country will open doors to the hardcore poor and B40 so that they can move out of the poor category,\u201d said Tuan Rafizi.<\/p>\n\n\n\n<p>As it is expected to be implemented up to the end of the 12<sup>th<\/sup> Malaysia Plan, the Ministry of Economy is targeting up to 150,000 recipients for IPR by 2024.<\/p>\n\n\n\n<p>Even it that target is not met at the end of that year, its minister hoped that the programme can serve as a template for future poverty eradication programmes in Malaysia.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.epu.gov.my\/sites\/default\/files\/2023-03\/Program%20Inisiatif%20Pendapatan%20Rakyat%20Mendapat%20Sambutan%20Yang%20Baik%20Dari%20Rakyat.pdf\">As of 6 March 2023<\/a>, 22,319 valid recipients have registered for IPR via its website (<a href=\"https:\/\/ipr.epu.gov.my\/about\">ipr.epu.gov.my<\/a>) since its launch.
