Effective are Sarawak Government\u2019s Websites"},"content":{"rendered":"\n<p class=\"has-drop-cap\">For many Internet users, when it comes to visiting websites, rather than being attracted to appealing layouts or engaging in interactive features, <a href=\"https:\/\/blog.hubspot.com\/blog\/tabid\/6307\/bid\/14953\/what-do-76-of-consumers-want-from-your-website-new-data.aspx\">all they want<\/a> is to be able to search for information they need as quickly and as easily as possible.<\/p>\n\n\n\n<p>Therefore, organisations with an online presence, especially through their websites must ensure that they are designed in such a way that users find them \u2013 among many other aspects of a <a href=\"https:\/\/www.endlessgain.com\/blog\/web-users-demand-clarity\">good<\/a> <a href=\"https:\/\/www.ideasonpurpose.com\/on\/7-qualities-great-website\/\">website<\/a> <a href=\"https:\/\/blueskygraphics.co.uk\/what-is-the-importance-of-clarity-on-a-website\/\">design<\/a> \u2013 functional, user-friendly, optimised for desktop and mobile, and clear enough to understand.<\/p>\n\n\n\n<p>Information or content clarity on websites is <a href=\"https:\/\/www.oecd.org\/en\/publications\/effective-government-information-websites_ac325b03-en.html\">particularly vital<\/a> for government agencies or departments.<\/p>\n\n\n\n<p>As part of their service delivery, these organisations not only need to provide information on their services, but also ways for citizens and businesses to reach out and relay any cause for confusion or concerns regarding said services.<\/p>\n\n\n\n<p>With these considerations in mind, let\u2019s take a look at official websites of agencies or departments of the Sarawak Government, <a href=\"https:\/\/www.sarawak.gov.my\/web\/home\/list_agency\/243\">namely<\/a>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Astana Negeri Sarawak<\/em> (<a public about the agencies and departments\u2019 roles, functions and activities, but also to provide an avenue for members of the civil service to access their respective organisation\u2019s intranet or work-related platforms such as SCS-GEMS and CACTUS.<\/p>\n\n\n\n<p>Depending on the nature of the organisation, each also features relevant materials or guidelines for targeted stakeholders. For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The<a href=\"https:\/\/did.sarawak.gov.my\/web\/home\/index\/\"><strong>Department of Irrigation and Drainage Sarawak<\/strong><\/a> website elaborates in detail roles, functions, and contacts of its divisions at its headquarters (\u201c<em>Bahagian di Ibu Pejabat<\/em>\u201d in <em>Bahasa Melayu<\/em> (BM); \u201cHQ Division Offices\u201d in English) as well as divisional offices (\u201c<em>Pejabat Bahagian<\/em>\u201d in BM; \u201cDivisional Offices\u201d in English) across Sarawak. Its \u201cResource Centre\u201d is equally comprehensive, which can be useful for students, researchers, consultants and other individuals who are looking for information regarding drainage and irrigation in the State.<\/li>\n\n\n\n<li>As a vital entity that provides federal and state welfare services, <a href=\"https:\/\/welfare.sarawak.gov.my\/web\/home\/index\/\"><strong><em>Jabatan Kebajikan Masyarakat Sarawak<\/em><\/strong><\/a><strong> <\/strong>outlines essential information regarding said services for the needy, including social welfare assistance, crisis and disaster management, and child protection. There are also information on welfare institutions under its purview (\u201c<em>Institusi Kebajikan<\/em>\u201d in BM; \u201cWelfare Institution\u201d in English), such as entry criteria and methods.<\/li>\n<\/ul>\n\n\n\n<p>All of these websites share a similar layout, mainly with the agency or department\u2019s logo, navigation, search bar, language toggle, light\/dark theme toggle and SarawakID login\/registration on top; and contact details and operating hours at the bottom.&nbsp;<\/p>\n\n\n\n<p>Given the standardised design, however, they are not as clean and streamlined as the main page of <a href=\"https:\/\/www.sarawak.gov.my\/\">the Sarawak Government official portal<\/a>.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"302\" height=\"480\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025.jpg\" alt=\"\" class=\"wp-image-26489\" srcset=\"https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025.jpg 302w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025-189x300.jpg 189w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025-264x420.jpg 264w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025-150x238.jpg 150w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-2-1-148-2025-300x477.jpg 300w\" sizes=\"auto, (max-width: 302px) 100vw, 302px\" \/><figcaption class=\"wp-element-caption\">While the infographic &#8220;Movement of Agricultural Products in Sarawak&#8221; is clear on the desktop version of the Department of Agriculture website, it is less so on the mobile version<\/figcaption><\/figure><\/div>\n\n\n<p>In fact, for most of these websites, it actually requires more effort than expected for users to search for information.<\/p>\n\n\n\n<p>Whether in BM or English, not all of them are available in both languages, which can put users who are only fluent in one of them at a disadvantage. Plus, when switched to dark theme mode, some fonts that are written in black cannot be read.<\/p>\n\n\n\n<p>There are also sections that are not as updated as they are supposed to be. While many ensure that the latest quotation and tender notices are posted, for instance, not all websites provide the latest news on the agency or department\u2019s activities.<\/p>\n\n\n\n<p>Relatively, if any agency or department has its own social media platforms, links to them are not present throughout the website.<\/p>\n\n\n\n<p>Considering that users might visit through their mobile phones, these websites are, unfortunately, not optimised for these devices.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"239\" height=\"480\" src=\"https:\/\/www.rakansarawak.com\/v3\/wp-content\/uploads\/2025\/02\/RO-5-1-1-148-2025.jpg\" alt=\"\" class=\"wp-image-26488\" srcset=\"https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-1-1-148-2025.jpg 239w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-1-1-148-2025-149x300.jpg 149w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-1-1-148-2025-209x420.jpg 209w, https:\/\/www.rakansarawak.com\/v4\/wp-content\/uploads\/2025\/02\/RO-5-1-1-148-2025-150x301.jpg 150w\" sizes=\"auto, (max-width: 239px) 100vw, 239px\" \/><figcaption class=\"wp-element-caption\">The default website layout of Sarawak Government agencies and department, as seen through the Department of Irrigation and Drainage Sarawak website here<\/figcaption><\/figure><\/div>\n\n\n<p>As a result, when seen on mobile, they might appear a lot more cluttered, with images with wordings too small for viewing unless zoomed in and text formatting inconsistent throughout, just to name a few.<\/p>\n\n\n\n<p>In short, much is needed to be done to improve these websites\u2019 functionality and user-friendliness for both desktop and mobile.<\/p>\n\n\n\n<p>Officers in charge of maintaining them should also strive to keep information available as organised and simplified as possible, bearing in mind experiences of diverse users.<\/p>\n\n\n\n<p>For agencies and departments, it would be extremely beneficial to invest in their websites. As mentioned, apart from being a communication tool and access to government services, an effective website can help reduce their administrative workload.<\/p>\n\n\n\n<p>The Organisation for Economic Co-operation and Development has released an implementation toolkit for governments around the world to strengthen their websites. <a href=\"https:\/\/www.oecd.org\/en\/publications\/effective-government-information-websites_ac325b03-en.html\">Called<\/a> \u201cEffective Government Information Websites\u201d, it notes that enhancing the trustworthiness of their websites involves fulfilling the following requirements: authoritativeness, comprehensiveness, fit-for-purpose, and ease of navigation.<\/p>\n\n\n\n<p><strong>References:<\/strong><\/p>\n\n\n\n<p><em>7 Qualities of a Great website<\/em>.
